JOB PURPOSE
An Executive, Fire and Rescue Services typically manages and oversees the operations, personnel, and resources of a fire department, often acting as the second-in-command to the Head, Fire and Rescue Services. The responsibilities include execution of strategic planning, assisting in budget management, assisting in policy development, and ensuring the effective delivery of fire prevention, suppression, and emergency medical services for MMHE. They also respond to major emergencies, executing training activities, and other emergency preparedness programs.
JOB RESPONSIBILITIES
- Assist in Station Operation and resources management, readiness, and leadership roles.
- Operational Expenditure (OPEX) and Capital Expenditure (CAPEX) management:
- Assist in budget and cost monitoring of emergency response equipment consumable stocks, maintenance, and servicing.
- Operational Command and Control:
- Assume command as Tier 2 Emergency Forward Commander or On Scene Commander in the absence of Head, Fire and Rescue Services
- Execute Operational Command and Control training (e.g; OSC training, Ground Commanders training)
- Conduct Pre-Incident Planning and development of Incident Action Plan (IAP)
- Assist in contingency planning with local authorities.
- Assist in Emergency Response Stakeholders management.
- Lead evaluation of Emergency Drill and Exercise
- Assist in Crisis Preparedness and Business Continuity programs.
- Execute Emergency Preparedness Training as per plan.
- Coordinate Emergency Preparedness Talk, walkabout, and readiness survey.
- Evaluation of Emergency Drills and Exercise
- Execute and coordinate the Fire Safety program.
- Assist in development of Fire Safety Plan and compliance assessment.
- Coordinate Fire Certificate approval and compliance
- Assist in budget and cost monitoring of stocks and part replacement.
- Conduct Fire Risk Assessment and reporting.
- Assist in coordination of Fire Certificate approval and compliance.
- Plan and execute Fire Protection equipment Inspection, Testing and Preventive Maintenance (ITPM).
REQUIREMENTS
- Minimum of SPM or Diploma in any discipline or equivalent.
- At least five (5) years’ experience in Emergency Response operation with any governmental agency (e.g; BOMBA, APM, NADMA) or industrial sector at minimum for Diploma holder.
- At least fifteen (15) years’ experience in Emergency Response operation with any governmental agency (e.g; BOMBA, APM, NADMA) or industrial sector at minimum for SPM holders.
