HSSE Lead (Health, Safety, Security & Environment)

Reports To: Head of Governance / Executive Director

Role Purpose
The HSSE Lead is responsible for overseeing and implementing Health, Safety, Security and Environmental (HSSE) programmes and initiatives across Singapore Mint's operations.
The role ensures compliance with workplace safety and health regulations, security requirements, environmental standards, and company policies. The incumbent will work closely with various departments to maintain a safe, secure and compliant working environment for employees, contractors, visitors and business operations, including manufacturing, warehousing, bullion storage, retail operations and facilities management.
Key Responsibilities
Workplace Safety & Health
- Implement
and maintain Workplace Safety and Health (WSH) programmes in accordance with regulatory requirements and company policies.
- Conduct
workplace inspections, audits, hazard identification activities and risk assessments.
- Monitor
workplace safety performance and recommend improvement initiatives.
- Investigate
accidents, incidents and near-miss cases, and ensure corrective actions are implemented.
- Maintain
safety records, reports and compliance documentation.
- Support
emergency preparedness planning and conduct evacuation drills.
Security Management
- Support the
implementation of physical security measures across all facilities.
- Monitor
access control systems, CCTV systems, alarm systems and security operations.
- Conduct
security assessments and support investigations into security incidents.
- Work
closely with security service providers and internal stakeholders to ensure security standards are maintained.
- Ensure
proper safeguarding of company assets, high-value inventory and controlled areas.
Environmental Management
- Support
environmental compliance initiatives and ensure adherence to applicable environmental regulations.
- Monitor
waste management, hazardous material handling and environmental control measures.
- Assist in
implementing sustainability and environmental improvement programmes.
- Maintain
required environmental records, permits and related documentation.
Chemical & Hazardous Materials Management
- Oversee the
safe handling, storage and disposal of chemicals and hazardous substances.
- Ensure
compliance with applicable regulatory requirements relating to hazardous materials.
- Conduct
risk assessments and implement safety measures relating to chemical handling activities.
- Maintain
inventory records and safety documentation for hazardous substances.
Facilities & Contractor Management
- Support
building and facilities management activities from an HSSE perspective.
- Work
closely with Facilities and Operations teams to ensure workplace safety requirements are met.
- Interface
with contractors, consultants and vendors on maintenance, renovation, infrastructure enhancement and construction projects.
- Monitor
contractor compliance with safety requirements and permit-to-work processes.
- Conduct
contractor safety briefings and site inspections.
Warehouse & Storage Systems Safety
- Support
safe operation of warehouses, storage systems, vault facilities and racking systems.
- Ensure
compliance with storage safety requirements and operational procedures.
- Conduct
inspections and risk assessments relating to warehousing and storage activities.
- Recommend
improvements to mitigate safety and operational risks.
Compliance, Audits & Reporting
- Coordinate
internal audits, inspections and regulatory visits.
- Track
corrective and preventive actions arising from audits, incidents and inspections.
- Prepare
HSSE reports, statistics and compliance submissions.
- Maintain
HSSE policies, procedures, licences, permits and records.
Training & Awareness
- Conduct
safety inductions, toolbox talks and awareness programmes.
- Support
employee training relating to workplace safety, emergency response and environmental compliance.
- Promote a
positive safety culture through engagement activities and communications.
Qualifications
- Degree or
Diploma in Occupational Safety & Health, Environmental Management, Engineering, Facilities Management, Risk Management, Security Management, or a related discipline.
- Candidates
with a strong combination of relevant experience and professional certifications will also be considered.

or Emergency Response-related certifications
Experience
- 5 to 10
years of relevant experience in Health, Safety, Security and Environment (HSSE), Workplace Safety and Health (WSH), Facilities Management, Risk Management or Compliance functions.
- Experience
implementing workplace safety and regulatory compliance programmes.
- Experience
conducting risk assessments, inspections, audits and incident investigations.
- Experience
handling chemicals, hazardous substances and related regulatory requirements.
- Experience
in building and facilities management, including maintenance activities and contractor management.
- Experience
interfacing with contractors, consultants and stakeholders on construction works, renovation projects, infrastructure enhancement and facility improvement initiatives.
- Experience
overseeing warehouse operations, storage systems, racking systems and associated safety controls.
- Experience
managing fire safety programmes and emergency preparedness activities.
- Experience
supporting ISO management systems and certification audits would be advantageous.
- Experience
in manufacturing, engineering, logistics, warehousing, precious metals, security-sensitive operations or other regulated environments would be advantageous.
