Regulatory Compliance ensures adherence to applicable regulations and standards by setting the policies which cover HSBC’s regulatory requirements, and mitigate conduct and reputational risk issues. The team strives to remain ahead of the regulatory change agenda and ensures the business understands the implications and is prepared for change. It monitors how the Global Businesses and Functions manage their responsibilities with regard to complying with the regulations and helps resolve compliance deficiencies.
We are currently seeking an experienced professional to join this team in the role of Manager, Compliance Assurance.
Role Purpose
HSBC’s Second Line of Defense Compliance Assurance (CA) provides risk-based testing of the Regulatory Compliance (RC) and Financial Crime (FC) risk and control activities to provide reasonable assurance that the business (including services provided to the business) is operating in line with relevant laws, regulations, HSBC Group standards and ensuring that HSBC delivers fair outcomes for our customers and does not disrupt market integrity. The bank’s assurance model will operate consistently in all countries to deliver greater transparency and consistency of the reporting of global RC and FC risks.
The purpose of this role is the performance of risk based reviews and other activities in relation to the CA program.
Principal Responsibilities
- Perform the activities of MYH CA team and other ASP sites in accordance with CA methodology; and contribute to the execution of assurance activities, ensuring that all relevant standards, policies and procedures remain fit for purpose and are subject to continuous assessment.
- Ensure CA activities provide adequate coverage of the Group’s key compliance risks, liaising with Global Compliance teams.
- Support the identification of appropriate review scope and contribute to preparation of the country CA Indicative Annual Plan.
- Contribute to the provision of education and support to CA specialists on planning and conducting reviews.
- Prepare reports to inform key stakeholders of the outcome of review work, including rating findings and assigning owners/actions; inform Risk Owners, Control Owners and Risk Stewards of the design and operational effectiveness of the controls within their area of oversight and control.
- Escalate significant control deficiencies in a timely manner.
- Contribute to the preparation of consolidated management information on the results of reviews across the different sites for Senior Management in the Business and Compliance.
- Build strong relationships with all internal stakeholders, adopting a joined-up approach to the execution of tasks with minimum conflict, while ensuring the independence of CA.
- Support CA management in building and maintaining positive and professional relationships with key external stakeholders.
- MYH and Regional Compliance – interaction. Work completed within the role may be presented up to stakeholders within Compliance Senior Management.
- MYH and Regional Business and Function Heads – interaction. Work completed within the role may be presented up to stakeholders within the Business.
- Internal CA – significant interaction within the team at all levels in the performance of the daily role.
- Support the production of high quality CA deliverables produced by the Assurance teams by ensuring that relevant CA documents i.e. Terms of Reference (ToR), working papers and Final Report, are completed in-line with Global CA guidance.
- Demonstrate effective teamwork, engagement and collaboration across CA and peer groups.
- Set the highest standards through your personal behaviour, interaction with others and in the expectations you set for CA.
- Foster a close working relationship with the local Compliance and CA teams and businesses.
- Work collaboratively across peer groups and the organisation.
- Remain up to date with key business developments and regulatory and industry practices.
- Participate in the full Compliance Assurance review cycle.
- Drive a high performance culture across the team through effective leadership, engagement and collaboration.
- Ensure effective communication across CA, delivering key messages and strategic updates as appropriate.
- Provide accurate and timely value adding input during all stages of the CA review cycle including planning, fieldwork, reporting and follow up.
- Monitor changes to Global Standards and process to ensure that the CA activities are adjusted appropriately.
- Assist with liaison with Group Audit, Operational and Resilience Risk and Business Risk Control Managers in relation to Compliance Assurance matters
Knowledge & Experience / Qualifications
- Minimum of 5 years proven relevant business, audit experience or equivalent.
- Strong risk assessment, control and testing skills and preferably audit related experience.
- Audit related certification preferred (such as CPA, CIA, CAMS, or similar).
- Relevant experience of a range of business activities, product lines and regulatory topics.
- Knowledge of financial services and able to demonstrate an understanding and appreciation of the challenges facing the global financial services industry and the changing regulatory landscape surrounding compliance organisations within the banking industry.
- Experience in operating within a complex global financial services institution and building positive and professional relationships with regulators.
- Strong analytical, organisational, project management, and strategic and/or operational planning skills. Lateral thinker with an ability to interpret and solve complex issues.
- Excellent communicator with strong collaborative, inter-personal and influencing skills.
- Ability to work with and also to lead different cultural groups and build consensus.
- Ability to manage conflicting priorities effectively and proven ability to meet challenging deadlines.
- Ability to exercise discretion, work independently within broad guidelines, tactfully handle sensitive and confidential data and complete assignments on timely basis.
