Role Purpose:

The Manager, Culture & Engagement leads the design, execution, and measurement of Setel's culture and employee engagement programmes, translating People & Culture priorities into operational plans that strengthen organisational culture, employee experience, and workforce engagement. The role owns the end-to-end employee engagement survey lifecycle, drives culture activation, DEI, CSR, and leads change management execution for organisational transformation efforts, ensuring initiatives are delivered effectively and outcomes are tracked to inform the Leadership Team.

In this role you will:

  • Develop and lead the organization-wide culture and employee engagement strategy, translating business priorities and company values into a clear culture roadmap, annual priorities, and key initiatives that strengthen organizational alignment and employee experience.
  • Lead and oversee the design and delivery of culture activation and employee experience initiatives , including recognition programmes, celebrations, employee activities, and internal campaigns that strengthen belonging, collaboration, and connection across the organization.
  • Own the organizationʼs Employee Feedback & Engagement Programme, including engagement surveys, feedback mechanisms, results analysis and interpretation, and facilitation of action planning with business leaders. Track agreed actions and ensure effective follow-through to address key employee feedback and improve engagement.
  • Lead Diversity, Equity & Inclusion (DEI), Corporate Social Responsibility (CSR), and employer branding initiatives that strengthen workplace inclusion, employee pride, community impact, and the organizationʼs Employer Value Proposition (EVP).
  • Lead the change management approach for organizational transformation initiatives , including change impact assessments, readiness assessments, stakeholder analysis, resistance management, adoption planning, and implementation of structured change interventions.
  • Develop and execute change communication and stakeholder engagement plans for key organizational initiatives, ensuring employees and stakeholders understand the rationale, impact, expectations, and desired outcomes of organizational changes.
  • Conduct organizational culture diagnostics, benchmarking, and research to identify cultural strengths, organizational gaps, emerging workforce trends, and opportunities for improvement. Translate findings into practical recommendations and organizational development initiatives.
  • Establish and manage culture and engagement measurement frameworks, dashboards, and scorecards , defining relevant KPIs and providing management with clear visibility of organizational trends, risks, progress, and areas requiring intervention.
  • Build culture and change capability among leaders and people managers by providing frameworks, guidance, toolkits, and advisory support that enable leaders to reinforce company values, strengthen team engagement, manage change effectively, and create a positive employee experience.
  • Provide governance and oversight for Culture & Engagement projects and initiatives , coordinating cross-functional stakeholders, resources, timelines, and deliverables while ensuring alignment with company policies, governance standards, budgets, and applicable requirements.
  • General Responsibilities: All employees are required to ensure adherence to the compliance of company policies, industry regulations and legal requirements. All employees are expected to assist with tasks, projects, and other duties related to the role, as and when deemed necessary.

You're a great fit if you have:

  • 5-8 years of experience in HR, culture, employee engagement, or related People & Culture functions, including experience owning end-to-end programmes and leading cross-functional initiatives.
  • Experience in change management or organisational development initiatives is an advantage.
  • Bachelor's degree in Human Resources, Psychology, Communications, Business, or a related field.
  • Proficiency in Google Suite and/or Microsoft Office.
  • Strong written and verbal communications in English & Malay.
  • Working knowledge of employee engagement measurement, survey methodology, and data interpretation to translate results into actionable programmes.
  • Ability to handle sensitive information with confidentiality.
  • Excellent communication and interpersonal skills.
