This role is responsible for overseeing Fire Safety, Workplace Safety & Health (WSH), Facilities Management, and Project Management functions to ensure regulatory compliance, operational reliability, and safe, efficient building operations. You will ensure compliance with SCDF, MOM (WSH Act), MOH, Singapore Standards, ISO requirements, and all relevant statutory authorities.
RESPONSIBILITIES
Fire Safety Management
- Act as the appointed and registered Fire Safety Manager (FSM)
- Develop, implement, and maintain the Fire Safety Management Programme.
- Ensure compliance with the Fire Safety Act and SCDF regulations.
- Lead, train, and supervise the Company Emergency Response Team (CERT).
- Conduct fire drills, inspections, audits, and fire risk assessments.
- Oversee maintenance, testing, and rectification of fire protection systems.
- Liaise with authorities on fire safety matters.
- Review and manage fire safety aspects of renovation and A&A works
Facilities & Operations Management
- Oversee daily facilities operations and maintenance of building M&E systems (HVAC, electrical, plumbing, fire protection systems, etc.
- Implement preventive and corrective maintenance programmes.
- Manage vendors, contractors, and service contracts to ensure performance and compliance.
- Ensure statutory inspections and building compliance requirements are met.
- Address tenant/patient feedback promptly and effectively.
- Supervise and evaluate in-house technicians and service providers.
- Support budget planning, cost control, and procurement processes.
Project Management
- Plan, coordinate, and manage facilities-related projects including A&A works, renovations, upgrading works, and infrastructure improvements.
- Develop project scope, specifications, timelines, cost estimates, and tender documentation.
- Monitor project progress to ensure delivery within approved budget, timeline, and quality standards.
- Ensure all project work comply with fire safety, WSH, and statutory requirements.
- Coordinate stakeholders including consultants, contractors, vendors, and internal departments.
- Conduct site inspections and ensure proper handover documentation upon project completion.
Workplace Safety & Health (WSH)
- Ensure compliance with the Workplace Safety & Health Act and subsidiary legislation.
- Conduct and review Risk Assessments (RA) and Safe Work Procedures (SWP).
- Administer and enforce Permit-To-Work (PTW) systems.
- Lead incident investigations and implement corrective and preventive actions.
- Conduct WSH inspections and audits; promote a strong safety culture.
- Ensure contractors comply with WSH requirements and house rules.
- Maintain statutory documentation and support ISO 45001 compliance where applicable.
REQUIREMENTS
- Degree/Diploma in Engineering, Facilities Management, Building Services, Occupational Safety & Health, or related discipline.
- Must be a Registered Fire Safety Manager (FSM) with SCDF.
- Registered Workplace Safety & Health Officer (WSHO) preferred.
- Minimum 5 years of relevant experience in facilities, fire safety, WSH and project management.
- Strong knowledge of Fire Safety Act, WSH Act, building services systems, and project coordination.
- Good leadership, communication, stakeholder management, and problem-solving skills.
