About the Role
The QAQC Manager is responsible for leading and managing the Quality Assurance and Quality Control function across precast concrete manufacturing operations, ensuring that all raw materials, production processes, finished precast products and delivery activities comply with approved specifications, applicable standards, customer requirements and the Company's Quality Management System.
The role is accountable for establishing and maintaining robust quality systems, inspection and testing processes, product conformity, quality documentation and continuous improvement initiatives to minimise defects, rejects, rework, customer complaints and quality-related costs.This role also serves as the key quality authority within the manufacturing plant and works closely with Production, Engineering, Maintenance, Sales, Logistics and customers to ensure that quality requirements are effectively embedded throughout the product lifecycle.
Job Responsibilities
In-Process Quality Control
- Develop and implement quality control checkpoints throughout the precast production process.
- Ensure production teams comply with approved drawings, specifications, process parameters and work instructions.
- Establish appropriate Hold Points, Witness Points and inspection checkpoints for critical manufacturing activities.
- Conduct regular quality inspections and audits at production lines.
- Identify quality risks proactively before products proceed to subsequent production stages.
Precast Product Inspection & Testing
- Establish inspection and testing standards for finished precast products.
- Ensure finished products meet approved drawings, specifications, tolerances and customer requirements.
- Manage laboratory testing programmes, including concrete cube/cylinder testing and other required material/product tests.
- Review laboratory results and identify trends or deviations.
- Ensure defective products are properly identified, segregated and controlled to prevent unintended release.
Non-Conformance & Defect Management
- Lead the investigation of Non-Conformance Reports (NCR), production defects, customer complaints and quality failures.
- Conduct or facilitate Root Cause Analysis using appropriate methodologies
- Establish corrective and preventive actions (CAPA).
- Monitor effectiveness of corrective actions and ensure timely closure.
- Analyse recurring defects and implement preventive measure
Quality Performance & Continuous Improvement
- Establish and monitor plant quality KPIs and performance dashboards.
- Track quality performance trends and identify opportunities for improvement.
- Drive initiatives to reduce Cost of Poor Quality (COPQ).
- Conduct Pareto analysis of defects and prioritise high-impact improvement areas.
- Work with Production and Engineering teams to eliminate root causes rather than relying solely on inspection.
- Lead quality improvement projects using structured problem-solving and continuous improvement methodologies.
- Promote a Right First Time (RFT) and Zero Defect culture.
- Benchmark quality performance against industry standards and internal manufacturing plants.
Internal & External Audits
- Act as the plant's quality lead for internal, external, customer and certification audits.
- Plan and coordinate internal quality audits.
- Lead audit preparation and ensure relevant documentation and records are available.
- Identify audit findings and establish corrective action plans.
- Monitor closure of audit non-conformities within agreed timelines.
- Liaise with external certification bodies, customers, consultants and regulatory authorities on quality-related matters.
- Ensure continued compliance with relevant certification and quality requirements.
Customer Complaint & Technical Support
- Lead investigation of customer complaints relating to product quality and performance.
- Coordinate site investigations where required.
- Prepare technical investigation reports and corrective action recommendations.
- Work closely with Sales, Project and Technical teams to resolve customer quality issues.
- Monitor customer complaint trends and develop preventive actions.
- Support customer and project quality meetings when required.
Quality Risk Management
- Identify critical quality risks throughout the precast manufacturing process.
- Establish appropriate controls for high-risk production activities.
- Participate in new product introduction, product trials and process validation.
- Ensure appropriate quality approval is obtained before implementing significant process changes.
Job Requirements
- Bachelor's Degree in Civil Engineering, Materials Engineering, Construction Management, Quality Management or a related discipline.
- Diploma holders with substantial relevant precast manufacturing experience may be considered.
- Minimum 8–10 years of relevant experience in Quality Assurance / Quality Control.
- At least 3–5 years in a managerial or supervisory QAQC position.
- Strong experience in precast concrete manufacturing is highly preferred.
- Experience in concrete production, construction materials or other manufacturing environments may be considered.
- Demonstrated experience in managing quality systems, laboratory/testing activities, audits, NCRs and customer complaints.
Job Requirements:
- Proven hands-on experience in QA/QC roles within a precast concrete plant or similar heavy precast environment.
- In-depth knowledge of concrete mix design, curing methods, reinforcement detailing, and dimensional tolerances for precast elements.
- Familiarity with quality management systems (e.g., ISO 9001) and experience managing third-party certifications or client audits.
- Strong analytical skills with proficiency in quality control tools and testing equipment (e.g., compressive strength testers, slump tests, cover meters).
- Excellent communication and reporting abilities in English; proficiency in Bahasa Malaysia or Mandarin is a plus.
