Job Description
POSITION GENERAL SUMMARY
- Responsible for overseeing and coordinating civil works to ensure compliance with project requirements, specifications, quality standards, and schedule. The role includes reviewing technical submittals, RFIs, inspections, testing, NCRs, setting-out, as-built documentation, and O&M records, while coordinating Consultants, Contractors, and stakeholders to resolve technical issues efficiently. The position also monitors construction progress, identifies risks and defects, ensures timely corrective actions, supports uninterrupted airport operations, and undertakes additional technical and project management duties as directed by the Manager.
ESSENTIAL POSITION FUNCTION
- Technical Review & Documentation
- Coordinate with the Consultant to conduct first-line technical reviews of Contractor civil submittals (drawings, calculations, method statements, and material submissions), consolidating feedback for the Manager’s endorsement.
- Oversee the progressive monitoring of as-built documents including reports, drawings, O&M records and asset register
- Quality Assurance & Site Compliance
- Witness and verify civil material and works testing in coordination with the Consultant and in accordance with approved ITPs, ensure compliance with requirements, verify test records, and maintain the test and inspection log.
- Ensure all civil works (including setting-out and geometry) strictly comply with the Terms of Reference, Employer's Requirements, specifications, and regulatory standards alongside Inspectors of Works (IOWs).
- Risk & Non-Conformance Management
- Monitor civil works progress proactively to identify technical risks, schedule delays, or defects. Manage the issuance, review, and close-out of Non-Conformance Reports (NCRs), ensuring satisfactory remedial works are executed.
- Stakeholder & Issue Resolution
- Act as secondary/ tertiary the technical liaison among Consultants, Contractors, and operational stakeholders to track RFIs and facilitate the timely resolution of site issues, ensuring compliance with the project schedule and zero disruption to live airport operations.
- Project Support
- Ensure technical compliance and readiness for operational and regulator acceptance
- Execute ad-hoc technical assignments, reporting, and project management duties as directed by the Manager to support the Airside Development program.
Key Challenges
- To ensure no interruption to airport operations during construction.
- To coordinate works involving live airport operations with airport operations and air traffic services.
- To obtain and maintain approvals from relevant authorities (CAAM, DOSH, local authorities).
- To manage internal and external stakeholders

Education
- Bachelor's Degree in Civil Engineering
- Minimum 5 years post-graduate experience in civil infrastructure and pavement works.
- Professional registration with the relevant engineering body, where applicable.

- Minimum 5 years post-graduate experience in civil infrastructure and pavement works.

Unique Requirements
- Familiarity with relevant airport pavement standards, specifications, and regulatory requirements
- Experience working in a consultancy environment is preferred
- Experience in airport or airside projects, particularly within live operational airfields, is an advantage
- PMP certification is preferred
- Familiarity with project management procedures, documentation, and reporting requirements
- Willingness to work in a fast-paced, high-pressure airport project environment
