The HealthCity Novena (HCN) Master Plan was developed by Tan Tock Seng Hospital (TTSH), the flagship tertiary hospital of NHG Health, to transform the 17-hectare campus into Singapore's premier integrated hub for healthcare, education, and research - anchored in the vision of advancing patient-centric care for the 1.5 million residents of Central and North Singapore.

Following the successful delivery of Phase 1, Phase 2 was launched on 9 September 2025 and marks the critical intensification of the campus. Phase 2 is anchored by two flagship developments: the new TTSH Medical Tower and the operationalization of the TTSH Pavilion.

The hallmark of Phase 2, the TTSH Medical Tower will add approximately 600 acute beds, significantly strengthening TTSH's healthcare capacity for high-intensity, specialist care. It will house an expanded Emergency Department, additional operating theatres, and procedural suites, and specialist outpatient clinics, all purpose-designed to advance frailty-ready and technology-enabled care.

In addition, to sustain full operational continuity throughout construction, the former Pavilion wards on campus have been transformed and reactivated as the TTSH Pavilion - a modernized facility comprising specialist clinics, laboratories, and offices.

Key Responsibilities

  • Lead the multi-year pre-ops workforce planning and budgeting applications to MOH/H for the upcoming Medical Tower, partnering clinical departments, HR, Finance, and operational stakeholders to forecast clinical and operating manpower requirements and associated manpower costs Develop workforce demand projections based on service plans, patient volumes, workload indicators, clinic and operating theatre utilisation, bed capacity, and care delivery models.
  • Evaluate and review clinician manpower requests, including medical officers, residents, fellows, associate consultants, consultants, advanced practice nurses and allied health professionals, ensuring alignment with service needs, approved establishment, and budget parameters.
  • Support establishment planning by assessing workforce gaps, productivity trends, and resource deployment requirements across Medical Tower services.
  • Perform workforce analytics and scenario modelling to assess the impact of service expansion, new programmes, workload growth, and changing care delivery requirements on manpower needs and financial sustainability.
  • Partner clinical leaders and department administrators to develop data-driven workforce strategies that balance patient care requirements, operational efficiency, and budget constraints.
  • Design and maintain workforce planning dashboards, management reports, and predictive models to provide visibility on manpower utilisation, vacancy positions, workforce costs, and budget performance.
  • Monitor manpower expenditure against approved budgets and establishment, identify variances, and recommend interventions to optimise resource allocation.
  • Support manpower-related business cases, funding submissions, and resource justification exercises for new services, programme expansions, and strategic initiatives.
  • Establish workforce planning frameworks, governance processes, and reporting standards to strengthen manpower management and resource allocation across Medical Tower.
  • Drive continuous improvement initiatives through process automation, data integration, and enhanced workforce planning methodologies.
  • To jointly support the Medical Tower Resource Planning Secretariat, together with HR and Finance colleagues for meetings and presentations to C-suite on a regular basis

Requirements

  • Degree in Business, Healthcare Management, Finance, Economics, Industrial Engineering, Data Analytics, or a related discipline.
  • 8-12 years of relevant experience in workforce planning, healthcare resource planning, manpower management, healthcare finance, operational planning, or a similar analytical role.
  • Experience working with workforce budgeting, financial planning, establishment management, or healthcare operations planning.
  • Strong analytical and problem-solving skills with the ability to interpret complex workforce, operational, and financial datasets.
  • Ability to perform workforce demand forecasting, scenario planning, and resource modelling to support decision-making.
  • Strong stakeholder management skills with the ability to engage clinical leaders, administrators, operations teams, and finance partners.
  • Proficient in data visualisation and reporting tools such as Power BI, Tableau, Excel, or equivalent platforms.
  • Familiarity with healthcare workforce structures, clinician deployment models, and healthcare operational metrics would be advantageous.
  • Self-driven, detail-oriented, and comfortable working in a dynamic environment with evolving service and manpower requirements.
